Scott Thomas

VP Resiliency, Sustainability, and Emergency Planning

Dr. Thomas is a water resources scientist experienced in resiliency assessments for utilities and critical infrastructure. He specializes in resilience analysis and planning. He serves as Principal Scientist, directing the Resiliency and Emergency Response Programs at AARC Consultants. Dr. Thomas was an officer in the United States Marine Corps for 20 years, retiring as a Lieutenant Colonel. He served as Director of Water Resources for four years at Marine Corps Base Camp Pendleton and as an Environmental Officer for nine years at three Marine Bases in Southern California prior to that. He continues to serve as an adjunct professor at both the University of Denver and the Desert Research Institute. During 2015-2016, he served as Chairman of the Board for a Water and Sewer District. Dr. Thomas brings broad experience in researching, managing, and operating in the water sector.

Jeff Cooley is a long-time water and wastewater utility professional with 24 years of experience. Lead Hydrology, Hydrogeology and Climate Risk Analyst

Dr. Sanjay Tewari is a prominent voice on Resiliency of Infrastructure and Flood Delineation, and salinization of groundwater. He has authored several technical publications related to Resiliency of Infrastructure. In addition to being a Senior Consultant at AARC, he is an Assistant Professor at Missouri University of Science and Technology (S&T). Before joining S&T, Dr. Tewari worked as an Assistant Professor at Louisiana Tech University. His research is focused on solving challenges associated with water and wastewater by applying electrochemistry such as capacitive deionization and electrokinetics. In addition, he has used GIS for identifying and mapping highly corrosive areas for metal pipes and critical transportation infrastructure most likely to be impacted by land subsidence and sea-level rise. He serves as an Advisor on coastal threat characterization, climate change, hydrological modeling, and risk and resilience analysis.
